A Terminology Capabilities documents a set of capabilities (behaviors) of a FHIR Server that may be used as a statement of actual server functionality or a statement of required or desired server implementation.

The TerminologyCapability resource provides for a terminology server to describe how the underlying terminology service works.

The TerminologyCapability does not describe the API - see CapabilityStatement for this.
