Welcome to the third round of the FHIR Release 4 (R4) ballot. This is a special ballot calling for comment specifically on 5 changes made to normative content when resolving the ballot comments from the previous round.

For the Terminology/Conformance ballot, the following 3 changes are open for comment:

Remove VSD-11 - Changes in invariant list, definitions; also changes to definitions for ValueSet.status and ValueSet.expansion (see Tasks 18564 and 18685 )
Remove rule to use subsumes extension on CodeSystem - changes to Narrative (see Task 19307 )
Remove "definition" from allowed types of designation: changes to value set definition (see Task 18593 )

For the Observation ballot, the following 2 changes are open for comment:

Change Observation.comment to Observation.note : Annotation [0..*]: Changes in table and definitions (see Task 17576 )
Explicitly mark the rule to use the vital signs profiles as Trial Use (since those profiles are trial use): Changes in narrative (see Task 16371 )
