0. Basic
Definition

Basic is used for handling concepts not yet defined in FHIR, narrative-only resources that don't map to an existing resource, and custom resources not appropriate for inclusion in the FHIR specification.

2. Basic.implicitRules
Definition

A reference to a set of rules that were followed when the resource was constructed, and which must be understood when processing the content. Often, this is a reference to an implementation guide that defines the special rules along with other profiles etc.

ShortA set of rules under which this content was created
Comments

Asserting this rule set restricts the content to be only understood by a limited set of trading partners. This inherently limits the usefulness of the data in the long term. However, the existing health eco-system is highly fractured, and not yet ready to define, collect, and exchange data in a generally computable sense. Wherever possible, implementers and/or specification writers should avoid using this element. Often, when used, the URL is a reference to an implementation guide that defines these special rules as part of it's narrative along with other profiles, value sets, etc.

4. Basic.extension
Definition

An Extension

May be used to represent additional information that is not part of the basic definition of the resource. To make the use of extensions safe and manageable, there is a strict set of governance applied to the definition and use of extensions. Though any implementer can define an extension, there is a set of requirements that SHALL be met as part of the definition of the extension.

ShortExtensionAdditional content defined by implementations
Comments

There can be no stigma associated with the use of extensions by any application, project, or standard - regardless of the institution or jurisdiction that uses or defines the extensions. The use of extensions is what allows the FHIR specification to retain a core level of simplicity for everyone.

SlicingThis element introduces a set of slices on Basic.extension. The slices areUnordered and Open, and can be differentiated using the following discriminators:
  • value @ url
  • 6. Basic.extension:url
    Slice Nameurl
    Definition

    R5: Citation.url (new:uri)

ShortR5: Canonical identifier for this citation record, represented as a globally unique URI (new)
    Comments

Element Citation.url is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.url has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). In some cases, the resource can no longer be found at the stated url, but the url itself cannot change. Implementations can use the meta.source element to indicate where the current master source of the resource can be found.

    8. Basic.extension:version
    Slice Nameversion
    Definition

    R5: Citation.version (new:string)

ShortR5: Business version of the citation record (new)
    Comments

Element Citation.version is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.version has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). There may be different citation record instances that have the same identifier but different versions. The version can be appended to the url in a reference to allow a reference to a particular business version of the citation record with the format [url]|[version]. The version SHOULD NOT contain a '#' - see Business Version.

    Slice NameversionAlgorithm
    Definition

    R5: Citation.versionAlgorithm[x] (new:Coding, string)

ShortR5: How to compare versions (new)
    Comments

Element Citation.versionAlgorithm[x] is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.versionAlgorithm[x] has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). If set as a string, this is a FHIRPath expression that has two additional context variables passed in - %version1 and %version2 and will return a negative number if version1 is newer, a positive number if version2 is newer, and a 0 if the version ordering can't successfully be determined.

    Definition

    R5: Citation.name (new:string)

ShortR5: Name for this citation record (computer friendly) (new)
    Comments

Element Citation.name is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.name has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). The name is not expected to be globally unique. The name should be a simple alphanumeric type name to ensure that it is machine-processing friendly.

    R5: Citation.title (new:string)

ShortR5: Name for this citation record (human friendly) (new)
    Comments

Element Citation.title is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.title has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). This name does not need to be machine-processing friendly and may contain punctuation, white-space, etc. Use this element if you have a need for naming the citation record for human use, such as a display name for the citation record that is used when selecting citations from a list.

    18. Basic.extension:date
    Slice Namedate
    Definition

    R5: Citation.date (new:dateTime)

    ShortR5: Date last changed (new)
    Comments

Element Citation.date is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.date has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). The date is often not tracked until the resource is published, but may be present on draft content. Note that this is not the same as the resource last-modified-date, since the resource may be a secondary representation of the citation record. Additional specific dates may be added as extensions or be found by consulting Provenances associated with past versions of the resource.

    R5: Citation.publisher (new:string)

ShortR5: The publisher of the citation record, not the publisher of the article or artifact being cited (new)
    Comments

Element Citation.publisher is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.publisher has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). Usually an organization but may be an individual. The publisher (or steward) of the citation record is the organization or individual primarily responsible for the maintenance and upkeep of the citation record. This is not necessarily the same individual or organization that developed and initially authored the content. The publisher is the primary point of contact for questions or issues with the citation record. This item SHOULD be populated unless the information is available from context.

ShortR5: Natural language description of the citation (new)
    Comments

Element Citation.description is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.description has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). This description can be used to capture details such as comments about misuse, instructions for clinical use and interpretation, literature references, examples from the paper world, etc. It is not a rendering of the citation as conveyed in the 'text' field of the resource itself. This item SHOULD be populated unless the information is available from context (e.g. the language of the citation is presumed to be the predominant language in the place the citation was created).

    R5: Citation.jurisdiction (new:CodeableConcept)

ShortR5: Intended jurisdiction for citation record (if applicable) (new)
    Comments

Element Citation.jurisdiction is not mapped to FHIR R4, since FHIR R5 Citation is not mapped. Element Citation.jurisdiction has no mapping targets in FHIR R4. Typically, this is because the element has been added (is a new element). Element Citation.jurisdiction has been flagged as deprecated. It may be possible for the citation record to be used in jurisdictions other than those for which it was originally designed or intended.

DEPRECATION NOTE: For consistency, implementations are encouraged to migrate to using the new 'jurisdiction' code in the useContext element. (I.e. useContext.code indicating http://terminology.hl7.org/CodeSystem/usage-context-type#jurisdiction and useContext.valueCodeableConcept indicating the jurisdiction.)

    An Extension

May be used to represent additional information that is not part of the basic definition of the resource and that modifies the understanding of the element that contains it and/or the understanding of the containing element's descendants. Usually modifier elements provide negation or qualification. To make the use of extensions safe and manageable, there is a strict set of governance applied to the definition and use of extensions. Though any implementer is allowed to define an extension, there is a set of requirements that SHALL be met as part of the definition of the extension. Applications processing a resource are required to check for modifier extensions.

Modifier extensions SHALL NOT change the meaning of any elements on Resource or DomainResource (including cannot change the meaning of modifierExtension itself).

    ShortExtensionExtensions that cannot be ignored
    Comments

There can be no stigma associated with the use of extensions by any application, project, or standard - regardless of the institution or jurisdiction that uses or defines the extensions. The use of extensions is what allows the FHIR specification to retain a core level of simplicity for everyone.

Resource definitions may define what content should be represented in the narrative to ensure clinical safety.

ShortText summary of the resource, for human interpretation
          Comments

Contained resources do not have narrative. Resources that are not contained SHOULD have a narrative. In some cases, a resource may only have text with little or no additional discrete data (as long as all minOccurs=1 elements are satisfied).
